On paper, the arithmetic of India's aggressive biofuel mandate appeared unassailable. By blending 20 percent ethanol into standard petrol, a nationwide target known as E20, New India aimed to tackle two persistent economic headaches at a single stroke: foreign exchange drain and carbon emissions. Because crude oil imports satisfy nearly 89 percent of domestic fuel demand, displacing one-fifth of every litre of petrol with domestically produced ethanol seemed like a masterstroke of import substitution. The official figures celebrate a triumph, claiming savings of 316 million tonnes of imported crude oil and 1.97 trillion rupees in foreign exchange. Yet, beneath this headline balance sheet lies a web of structural distortions, agricultural dislocation, and market asymmetries that raise a troubled question: has policy swapped energy vulnerability for food insecurity?
The central paradox of the E20 mandate lies in its reliance on plant-based feedstocks derived from arable cropland. Unlike advanced economies that attempt to process cellulosic waste into fuel, India’s bio-ethanol program relies overwhelmingly on primary food crops. What began as an effort to channel excess sugarcane into distilleries has changed into an appetite for grain. As domestic sugar prices surged, the government stepped in to restrict sugarcane diversion toward ethanol, forcing energy policy to find a replacement. That replacement became maize.
The consequences for land use were immediate. Between the 2022–23 and 2025–26 crop cycles, Indian land dedicated to maize cultivation expanded from 10.74 million hectares to 14.44 million hectares. Because the total stock of arable land remains fixed, this four-million-hectare expansion required taking land away from other essential crops. Across key agricultural regions, farmers shifted out of food and oilseed production to capture ethanol-driven demand. In Madhya Pradesh, soybean acreage surrendered to maize. In Karnataka, traditional staples like ragi, sorghum, and groundnuts lost ground. In Chhattisgarh, minor millets disappeared from fields, while parts of Punjab traded paddy fields for corn.
By shifting agricultural land from food to fuel, the policy created unexpected foreign exchange costs that undercut its primary justification. India imports nearly 60 percent of its edible oil requirements and struggles to maintain self-sufficiency in pulses. By displacing oilseeds and pulses with fuel-bound maize, the E20 mandate pushed agricultural imports to record levels. Pulse imports expanded from 3.1 million tonnes in 2021–22 to 7.7 million tonnes in 2025–26. Meanwhile, India’s historical role as a sugar exporter collapsed; five years ago, the country exported 12 million tonnes of sugar, but recent shortfalls forced local markets to prepare for imports to stabilize domestic prices.
This trade-off drew rare public scrutiny from the government’s own Chief Economic Adviser, V. Anantha Nageswaran, who cautioned against prioritizing the fuel economy over the food economy without rigorous cost-benefit analysis. Long-term projections from Niti Aayog reinforce these concerns. By 2047, India’s demand for pulses is projected to reach between 49 and 57 million tonnes against an estimated domestic output of just 47 million tonnes. Similarly, edible oil demand will reach up to 33 million tonnes against a projected output of 24 million tonnes. Rather than closing these structural deficits, the incentives generated by the ethanol initiative actively widen them.
The fiscal architecture supporting the E20 rollout reveals an imbalance in how risk and reward are distributed among market participants. Private distilleries operate within a system of state-backed assurances. Promoters secure commercial bank credit, with overall banking exposure to the ethanol sector estimated at one trillion rupees, while benefiting from central interest subsidies introduced since 2018. Public sector oil marketing companies provide long-term purchase agreements at guaranteed prices around 72 rupees per litre.
Public entities bear substantial financial losses to sustain this supply chain. To maintain distillery output, the Food Corporation of India (FCI) sold surplus grain reserves to private ethanol producers. Between June 2025 and June 2026, the FCI sold 6.35 million tonnes of rice to private distilleries at prices between 2,250 and 2,320 rupees per quintal. However, acquiring that same rice cost the agency between 3,700 and 3,900 rupees per quintal. While the FCI collected 145.97 billion rupees from these sales, the underlying procurement cost stood at 247 billion rupees. The resulting 101-billion-rupee deficit was effectively absorbed by the public balance sheet to subsidize inputs for private industrial processing.
While processors enjoy guaranteed off-take and subsidized inputs, agricultural producers face a different market reality. Unlike wheat and rice, maize lacks comprehensive government procurement, leaving growers exposed to private trade where prices frequently fall 30 percent below official Minimum Support Prices. Simultaneously, industries dependent on grain inputs face severe cost pressures. The poultry and dairy sectors, where maize constitutes up to 60 percent of total feed costs, face rising feed prices as distilleries compete for available grain. To ease domestic feed shortages, policy arrangements have accommodated imports, including 500,000 tonnes of dried distillers grains (often called DDGS) from the United States.
At the retail pump, motorists absorb hidden costs rather than lower fuel prices. Unlike international benchmarks such as Brazil, where ethanol blends trade at a discount to reflect lower energy density, Indian consumers pay standard retail rates for E20. Because ethanol contains roughly one-third less energy by volume than neat petrol, vehicle fuel efficiency drops by 6 to 7 percent. Furthermore, vehicle owners face accelerated wear and tear on engine components and rubber seals in non-optimized engines, effectively shifting the operational cost of the transition onto consumers.
Addressing energy security remains a vital policy goal for an economy expanding at India's scale. However, replacing crude oil reliance with agricultural distortion risks creating new economic vulnerabilities. When biofuel mandates divert land from food crops, increase reliance on edible oil imports, and require public financial support for private processing, the net benefit becomes questionable. A balanced energy strategy requires evaluating the full cost of land, water, and public capital, ensuring that the pursuit of fuel independence does not compromise food security.
