SOMETIMES THE simplest market interventions yield the most convoluted distortions. In a bid to slash its massive crude oil import bill, India embarked on an ambitious mandate to blend ethanol into its motor fuel. Yet, as the country enters its autumn festive season, a sharp spike in domestic sugar prices has highlighted the friction between industrial policy and food security. The urge to substitute imported petrol with locally grown bioenergy is forcing a troubling tradeoff between the fuel tank and the dinner table.
A quiet surge in retail sugar prices has spread across Indian markets. The rates surged by 20% in August alone. Average national retail prices have drifted upwards to 52 rupees ($0.62) per kilogram, with localized spikes reaching 65 rupees in northern states such as Punjab.
This price spiral traces directly back to a structural policy loop. India's reliance on foreign crude oil has steadily expanded, rising from 77.6% of total consumption in 2014 to 88.6% today. In response, New Delhi accelerated its ethanol blending drive to curb dollar outflows. However, producing enough bioenergy to meet these targets required diverting vast agricultural resources.
Around 35% of the feedstock supplying India's 499 operational distilleries now comes directly from sugarcane, with the remaining 65% drawn from maize and other grains. National production of ethanol has consequently topped 18bn liters annually to support 20% ethanol-blended petrol (E20).
By prioritizing distilleries over refineries, policymakers have unwittingly pinched the supply of refined sugar. India, historically the world's second-largest sugar exporter after Brazil, shipped a record 12m tonnes abroad in the 2021-22 commercial cycle. For the current year, official export quotas have been slashed down to just 2m tonnes.
To contain domestic inflation ahead of major festivals, officials are now contemplating an overhaul or elimination of import tariffs on raw sugar. The nation stands on the verge of transitioning from a major exporter earning foreign currency into an importer absorbing international price volatility, effectively undermining the original goal of conserving foreign reserves.
The immediate culprit behind this squeeze is not a failure of raw agricultural acreage. Despite erratic monsoon rains that suppressed yields for crops like paddy and cotton, land under sugarcane cultivation actually expanded by 1.5% this past season. Nor is localized crop disease in states like Uttar Pradesh or speculative hoarding by traders sufficient to explain the market tightness.
Instead, the core distortion lies in the economic arithmetic of land use. As farmers shift acreage toward water-intensive sugarcane and maize to supply energy markets, domestic production of other critical foodstuffs, such as pulses and edible oils, shrinks, triggering secondary import burdens that offset any savings on oil imports.
Even the technical benefits to motorists are coming under scrutiny. Because ethanol possesses a lower calorific value than unblended petrol, fuel economy drops. Official estimates acknowledge a mileage reduction of roughly 6% to 7% under E20 blends.
Moreover, an estimated 7.5m to 8m older vehicles currently on Indian roads are not fully compatible with higher ethanol concentrations, causing wear on rubber components and fuel lines. Consumer dissatisfaction has filtered into public polling, prompting calls from economic advisers to retain standard E10 options alongside higher blends.
Environmental costs further complicate the equation. Sugarcane remains an exceptionally thirsty crop, requiring intensive irrigation in regions prone to groundwater depletion and unpredictable rains. Reallocating valuable land and water from basic food staples to fuel crops risks creating irreversible distortions in agricultural ecosystems.
The dilemma facing India underscores a universal challenge in economic planning. When state mandates force rapid structural shifts without full dynamic modeling, solving a problem in one sector often creates vulnerabilities in another. Striking a durable balance between energy independence, ecological limits, and food affordability requires a carefully calibrated strategy rather than an unyielding push toward ambitious volume targets.
