The devastating glacier-related flood disaster of August 2026 along the Nepal–Tibet border once again exposed the escalating risks facing Himalayan communities. While the world witnesses these disasters through brief news cycles, the people of Rasuwa, Nuwakot, and neighboring districts live with the long-term consequences for years. For these mountain residents, the Himalayas are not merely geographic features; they are sacred landscapes where human well-being depends on maintaining harmony with nature.

Working with Haku, a vibrant Tamang community in Rasuwa, since the 2015 earthquake has made one reality clear: climate-induced disasters are not isolated environmental events. They are stark manifestations of climate injustice. Haku’s story illustrates how communities contributing the least to global greenhouse gas emissions bear the greatest burden of cascading hazards, repeated displacement, and structural vulnerability.

The Paradox of Climate Injustice

Haku is a predominantly Tamang Indigenous community historically reliant on subsistence agriculture, livestock rearing, forest resources, and deep-rooted community ties. The daily reality of the Tamang families contrasts sharply with high-consuming urban populations. Automobile ownership is rare, energy consumption remains modest, and households rely on local food systems and shared resources rather than energy-intensive lifestyles.

Yet, despite this minimal carbon footprint, Haku sits on the frontlines of the climate crisis. The community faces the immediate brunt of glacier instability, floods, landslides, and forced relocation. This fundamental paradox challenges policymakers to recognize that climate change actively amplifies pre-existing socio-economic inequalities, trapping low-emission Indigenous communities in cycle after cycle of crisis.

Haku’s Double Burden: From Earthquake to Flood

The trajectory of Haku over the past decade exemplifies the phenomenon of compounded vulnerability and the "double burden" of disaster recovery.

In 2015, the catastrophic Gorkha earthquake destroyed homes, schools, monasteries, and agricultural land, rendering ancestral settlements on steep slopes unsafe. Seeking safety, many families relocated downhill to lower river terraces along the Trishuli River to rebuild their lives.

However, a decade later, this safer post-earthquake settlement turned into a trap. In August 2026, a massive glacier-related flood swept through the Bhote Koshi–Trishuli corridor, threatening the newly established homes, farms, and local economic activities. What was designated as a refuge after one disaster became a high-risk zone for another.

Haku’s journey from earthquake survivors to flood victims demonstrates a critical failure in conventional disaster response: recovery efforts that focus solely on immediate reconstruction often fail to account for long-term climate dynamics and evolving environmental hazards.

Indigenous Knowledge as a Pillar of Resilience

Despite these systemic failures, Haku has survived due to its intrinsic social and cultural strength. Research on community resilience (Nikku, Nepali, & Khatiwada, 2021) highlights how adaptation in Haku is deeply rooted in Tamang Indigenous knowledge, spirituality, collective action, and place-based stewardship.

Resilience here is not just a technical or infrastructural process; it is a cultural and ecological practice. Following disasters, community members rely on mutual aid systems, spiritual rituals, traditional leadership, and collective labor traditions such as Ghutee and Pati Pauwa to navigate grief, loss, and economic recovery. Strong kinship networks and intergenerational knowledge transmission maintain social cohesion, giving the community adaptive capacity even when formal systems fall short.

Governance Gaps and Regional Imperatives

Since 2015, Nepal has made noteworthy strides in disaster governance. The creation of the National Disaster Risk Reduction and Management Authority (NDRRMA), alongside improvements in early warning systems and emergency response capacities, has undoubtedly saved lives.

However, significant gaps persist regarding land tenure, secure housing, and climate-informed long-term planning. Relocating families from earthquake zones directly into flood paths proves that technical infrastructure alone cannot build safety. Disaster risk reduction must incorporate Indigenous perspectives, local ecological knowledge, and livelihood security into every phase of recovery.

Moreover, Haku’s reality reflects a regional crisis across the Hindu Kush Himalaya. Recent assessments by the IPCC and ICIMOD emphasize that rapid warming and accelerated glacier retreat are heightening risks for downstream communities across South Asia. Addressing these transboundary threats demands robust regional cooperation, systematic glacier monitoring, and strong protection of Indigenous land rights across borders.

A Call for Accountability and Reflection

Haku’s story is both a tragic case study and an urgent warning. It shows that mountain communities cannot adapt through engineering solutions alone. Genuine resilience requires climate justice, inclusive governance, and Indigenous leadership.

As global citizens, we must confront the broader ethics of this crisis. We need to question whether global development patterns can be justified when their environmental consequences destabilize communities that contributed nothing to the problem. Beyond individual lifestyle changes to reduce our carbon footprints, there is an urgent need to hold governments and corporations accountable for governance failures and resource exploitation that prioritize profit over human lives.

In mountains revered as sacred landscapes and pathways to moksha, the endurance and suffering of communities like Haku call on us to rethink our collective responsibilities to nature, justice, and human dignity.
